SDO Calamba City PRIME-HRM Bronze Awardee

DepEd Calamba City, April 16,2021-  SDO Calamba City was conferred by the Civil Service Commission the PRIME-HRM Bronze Award Level 2-Maturity indicators of all the four core HRM systems last April 16,2021 during the CSC Virtual Meeting of Accredited Agencies under PRIME-HRM.

PRIME-HRM is the acronym for Program to Institutionalize Meritocracy and Excellence in Human Resource Management which aims to transform the human resource management systems, practices, and even competencies of officials and personnel of any government agencies to achieve excellent public service delivery. This is the response of the Civil Service Commission to Section 3, Article IX B of the 1987 Constitution to institutionalize a management climate conducive to public accountability. Further, CSC is mandated under Executive Order No. 2 to “inspect and audit the personnel actions and programs…” PRIME-HRM empowers and strategically aligns government agencies’ operations in achieving their mandates, vision, and mission.

In the pursuit to provide excellent delivery of services to its clients, SDO Calamba City strived to achieve this recognition with the dynamic leadership of its transformative leaders headed by SDS Susan DL Oribiana and OIC-ASDS Jaypee E. Lopo supported by SGOD Chief Marisa A. Dedumo , CID Chief Dolorosa S. De Castro and AO-V Yolanda Chua with AO=IV  Evelyn Calderon (Head Personnel Section) and the focal persons of the four core HRM Systems PSDS Marites Zoleta (Recruitment, Selection, Placement), SEPS Pamela D. Rodelas (Learning and Development), EPS Enelyn Badillo (Rewards and Recognition) and EPS Cristeta Arcos (Performance Management System).  Their dynamism continuously motivates and inspires the entire Schools Division Office to provide satisfaction to its clients through their efficient, timely, and quality delivery of services.

With this, SDO Calamba City’s mantra: “Una sa Lahat, Serbisyong Tapat at Karapatdapat”  holds true with the battle cry of the Department of Education “ Sulong Edukalidad” which is literally translated as Forward to Quality Education; Edukalidad being a coined word from “edukasyon” (education) and “kalidad” (quality). These serve as guiding lights of SDO Calamba City to attain and sustain the quality government service anchored to the international standards. This mantra reflects the honest and worthy services rendered by the DO officials and personnel which radiates to the quality service of school leaders, teachers, and employees in schools reflecting the good performance of learners.

On 2018, after the SDO was conferred ISO compliant, the next step that they took in order to validate and strengthen its provision of quality service as a government agency is to apply for PRIME-HRM recognition. After several visits and meetings with CSC to the Division, last October 16,2019 the CSC ROIV released the assessment result announcing the compliance of the four core HRM System followed by continuous monitoring even during the pandemic. According to Director Arevalo, the SDO was found to have “met the standards and have observed Civil Service Law and rules on issuances of appointments and other HR programs and has maintained its HR records management” resulting to its conferment of the PRIME-HRM Bronze Award this year.

Being awarded as PRIME-HRM Bronze Award, the Division was given privileges to be an authority to approve appointments (subject to post audit); have exemptions to Section 96 of 2017 ORAOHRA; enjoys discounts in trainings / conferences and exclusive membership to community of learners . However, certain privileges come with responsibilities such as to maintain the status under level 2 maturity; to continue the HRMS systems improvement to meet the next higher level; to comply with the CSC laws and rules in the implementation of HR actions and issuances of appointments. In addition, they will be continuously monitored and evaluated on the extent of their compliance with these responsibilities every three years.

Since DepEd SDO Calamba is one of the first in Laguna to be conferred by CSC of PRIME-HRM Bronze Award, Dir. Charity Arevalo mentioned that they “ are enjoined to inspire and motivate other DepEd Divisions to apply  for PRIME-HRM and be open to share their HRM systems”  to multiply the culture of excellent government service to the entire education community.  With this, SDO Calamba City opens its doors to and welcomes all interested future PRIME-HRM awardees.
