Following the recent issuance of the Merit Selection Plan of the Department of Education, SDO Calamba City held the Orientation on the New Guidelines on Recruitment, Selection, and Appointment of Teaching, Non-Teaching, and Related Teaching Positions at the Bulwagang Rizal, 4th floor of the DepEd main building on April 26-27, 2023.

In her message, SDS Merthel M. Evardome, CESO V, highlighted the principles of merit, fitness, fairness, and equal employment opportunity as important components in recruiting and appointing people to serve as human resource. She shared the Story of Ubuntu which teaches a tradition of teamwork among African tribal children who ran after the basket of sweets together instead of competing against each other for self-gain. She challenged everyone to have the same practice for the success of the entire organization.

OIC-ASDS Jaypee E. Lopo talked about the DepEd’s Human Resource and Organizational Development Framework for a systematic and competency-based approach to personnel selection. He emphasized that the Department is moving away from ‘paper-based’ to competency-based ranking and promotion so as to “hire the right people, at the right job, at the right time.”

Meanwhile, HRMO Evelyn A. Calderon discussed the Publication and Posting and the Receipt of Application Documents. Workshop on the initial evaluation of the applicant’s personal data sheet was facilitated by Administrative Officer II Ma. Cecilia M. Fabellore. PSDS Marites M. Zoleta led the simulation of comparative assessment using the criteria and point system for hiring and appointment to Teacher I positions.

School heads presented their outputs after the workshop/simulation and received feedback during the critiquing sessions.

On the second day of the orientation-workshop, participants learned more on comparative assessment for non-teaching, teaching-related, and school administration groups. There were also input sessions on Behavioral Events Interview and on Appointment and Probation.
