
KALINGAP is short for “KAtuwang na LINgkod at GAbay tungo sa Pag-unlad” This is conceptualized for the welfare of the learners, teachers and community since 2003.
Under Learners’ Welfare, this program includes the “Kalinga sa Mahirap Program” (2003) which provides school supplies to learners in collaboration with the local government leaders and other stakeholders. From this program, SAGIP (Share-A-Gift Program) in 2006 emerged which aims to develop the value of sharing happiness every December of the year to school children and young Calambeños who are deprived, depressed, and underserved. After two years, Adopt-A-Child Program started reaching 13,356 recipient to date. This educational assistance program is dedicated to Public elementary and secondary learners who enrolled but were identified to be financially challenged. The program is an avenue for stakeholders’ donation in order for these learners to sustain their education. Similarly, another program called HELP-CHILD (Heart Extended to Learners’ Progress through the Center for Healthy Intervention and Life- Long Learning Development) Project targets to decrease Drop out rate which provides intervention for learners in schools which are identified to have high cases of dropping out. This was conceptualized and institutionalized in 2015. Then , in 2016 Project HOMEROOM ((HOning, MEaningful, Reading Opportunities toward Outward Manners) began. This project is a 2 in 1 strategy for learners of DepEd Calamba City to ensure learners’ formation of values and to enhance students’ reading skills through module assisted-learning.
For Teachers’ Welfare under this program , the Division Organization of Values Educators (DOVE) was established in 2004 to provide professional and academic support to all teachers. While in 2016 , Project InVite (Intensifying Values Implementation in Teaching EsP) was created to enhance EsP teachers’ knowledge, skills and attitude on curriculum content of the subject so that 100% of the Values Major Teachers and Non-VE Major Teachers are able to undergo intensive training to increase students’ ratings in test results every year. Similarly, in 2019 HOPE (Hold On to Professional Empowerment) was implemented to provide technical assistance towards improved teachers’ competence in delivering the EsP Concepts towards achieving quality education as stipulated in Sulong EduKalidad. However, in 2018, Project DTR MWF TTH (Driven Toward Reformation (DTR) through Managers Working with Focus (MWF) and Teachers Teaching with a Heart (TTH) emerged to focus on the behaviour of personnel on how properly respond to different work situations as influenced by attitudes, habits, and values towards work. This also serves as one of the interventions of developing a positive and shared leadership between the school head, teacher, and community.
Learners are not only found in the four walls of schools, there are also learners outside. They are found in the community. Thus, in this program, community welfare is also considered. Under this program, Project STUDY (Save, Teach and Unite for the Development of Youth) was conceptualized and institutionalized in 2012 The project aims to help those sexually and physically abused school children finish their basic education through referral system and modular approach. This program is in partnership with the DSWD (Department of Social Welfare and Development) and School Guidance Coordinators. Prevention and promotion of CPP is strengthened using Personal Safety Lesson approach. Relatively,last 2016, two projects were launched. They are (1) “Upgrading Performance and Learning towards Inspirational and Favourable Transformation” (UPLIFT-ALS) and “ Balik-Paaralan para sa Out-of-School Youth (BP-OSY). These are under the umbrella program of Alternative Learning System (ALS).
UPLIFT-ALS aims to elevate the mindset of ALS implementers using localized strategies to increase the results of Nonformal Education (A&E) and Informal Education (EST) every school year. Further, it also establishes competence and commitment among ALS implementers in the delivery of learning system, assessment, and certification systems. This initiative caters ten (10) districts of SDO Calamba City, and fifty- four (54) barangays of Calamba City which benefited this program. While, BP-OSY (Balik-Paaralan para sa Out-of-School Youth) Project is under is supported by the City Government through the City Ordinance No. 651.s.2018, otherwise known as an “Ordinance Institutionalizing the ALS in all Barangays within the City of Calamba.” Which was approved by the Sangguniang Panglunsod of Calamba City having 54 Barangays. Its ALS-IRR Implementing Rules and Regulations has been prepared by EPS Clariza Terones. KALINGAP is the flagship program of EPS Clariza G. Terones who deserve to be awarded the Gawad PAGASA by the Civil Service Commission as an Outstanding Public Servant last October 12,2020. She has dedicated her life in creating projects and programs for learners, teachers, and Out of School Youth. All of her efforts are institutionalized and have created a great impact to young Calambeños. She has the heart to inspire and her value of hardship and perseverance are evidently shown on the positive impact of her significant contributions to help and support underprivileged school children of Calamba City reflected on the improvement of Guidance and Counselling, Special Education, Pre-School, and Values Education programs. Her commitment and dedication to public service for more than two decades is worthy of emulation. She is one of the treasures of SDO Calamba City.
