Division personnel and program proponents elevate administrative systems and service delivery during the Administrative Competence and Training Workshop on Success for Financial, Procurement, and Supply Management (ACT-SUCCESS) on March 18โ€“19, 2026, at Bulwagang Rizal, 4th floor of the DepEd main building.

In his message, AO V for Administrative Services Robert Alain H. Bomuel emphasized that the training provides critical updates to align processes and services, refine existing practices, address operational gaps, and strengthen standards across offices.

During the first session, AO V for Budget Minna Rosa A. Baylon led the discussions on the preparation of budget proposals, work programs, and work and financial plans. She explained that government funds are released by the Department of Budget and Management through the General Appropriations Act, Special Allotment Release Orders, and Notices of Cash Allocation.

Baylon outlined the major allotment classes: Personnel Services, Maintenance and Other Operating Expenses, and Capital Outlay, and detailed budget documents required by the Budget Section. These include budget proposals covering expenses such as travel, registration, meals, supplies, and equipment, as well as work programs used for training and activity implementation.

She also presented internal budget forms and their corresponding document reference codes, including templates for Work Programs (MOOE and SEF) and Budget Proposals. She clarified training expense ceilings based on existing policies.

Baylon further highlighted the Work and Financial Plan as a budget execution document that outlines how an office programs its annual budget.

The second session focused on Republic Act No. 12009, the New Government Procurement Act, presented by AO IV for Procurement Meynard D. Luna. He discussed essential procurement processes, including market scoping, preparation of the Project Procurement Management Plan (PPMP), modes of procurement, and the overall procurement process flow.

Luna detailed the steps in market scoping, starting from identifying procurement needs and conducting preliminary market research to engaging suppliers, performing ocular visits when necessary, analyzing market data, and finalizing specifications and the Approved Budget for the Contract. He emphasized proper documentation and integration of results into the PPMP.

To reinforce learning, participants viewed a Procurement 101 video demonstrating how to accomplish the market scoping form.

In another session, AO IV for Cash Crispin S. Trinidad discussed the general rules on the grant of the Petty Cash Fund. He explained its nature as a fund intended strictly for minor and incidental expenses, and outlined both allowable and non-allowable expenditures.

Trinidad emphasized the importance of complete documentary requirements, proper liquidation and timely replenishment, as well as adherence to internal control measures.

Meanwhile, AO IV for Property and Supply Rhodora R. Bitera presented the phases of asset management in DepEd, covering the planning phase, acquisition, delivery, inspection and acceptance, recording and distribution, utilization and maintenance, and inventory and monitoring.

Bitera also discussed the composition of the Inspectorate Team, which includes a team leader, regular members, and provisional members designated by the head of office. She explained the process of inspection and acceptance, highlighting the required Inspection and Acceptance Report and its supporting documents.

She further walked participants through the delivery inspection and acceptance process flowchart and identified the accountable forms used in property management.
